Another Map Question

I made a world 128 x 128
Half way through a 16x16 chunk is not being edited.
I can delete on this chunk but can no longer add to it.
And that chunk is still unfinished.
It starts at 17x17 and ends at 32x32.
Not sure what's going on.
Worst case scenario I delete the tiles already there and build around the chunk.
