This presumes you have a private IP address. (SSL won't work on shared hosting where several hundred or even several thousand sites share the same IP address.) Your provider can sell you a $108 3-year shared hosting plan, or sell you a $168 SSL hosting plan, but the SSL negotiation occurs before name resolution, so you have to have a non-shared IP address, unless your provider is willing to take the extra effort to support your ability to get a free SSL certificate that they could charge you for.

100% wrong. HostGator offers SSL for all of their shared hosting sites. For free.
