I think your judgment of the quality of visual depicion is clouded by emotional connection to the game. I tried typing "night in full moon" in Google image search and found literally
tens of thousands of beautiful images of various moonlight scenes that look far, far better. To put it bluntly, this looks like one of those '80's CGA game images or where the image is intentionally made imperfect for some reason.
If this was some Indy game put together on a shoestring or by a single person, that would be one thing. But, if I'm not mistaken, the Elder Scrolls game is part of a major franchise worth millions. I just don't see a blocky/gritty image being anywhere near what someone can call the image "very good-looking."
