If you have ownership or exclusive possession of the location, you can put up any antenna on the property you control for receiving (or sending) radio/satellite transmissions. This came into an issue because an airline installed its own free Wi-Fi for passengers using its membership lounge. The Airport Authority told them they can't operate their own Wi-Fi, they have to have their customers use the Airport Authority-provided Wi-Fi (at a fee, of course). The Airport authority discovered they can't prohibit tenants from operating their own Wi-Fi service in the areas they rent, and offering it to passengers (and others).
Restrictions on placement because of esthetics like color, locations in historic districts, or excessive height are permissible, however.
