Burger on top is the correct answer, for the following reasons:
1. Quality: Having the "toppings" underneath prevents the juice from the burger from soaking into the bottom bun and making it mushy.
2. Convenience: You lay your bottom bun out ahead of time, put all your "toppings" on it, and then grill your burger. When the burger's done, you put the top bun on top of it, jam the spatula underneath the whole thing and just lay it on top of the bottom bun. Done.
