My resident Bird Expert identifies these as Cooper's Hawks, although the size difference is reported as 'large' so it might be a parent&child. They will not eat your cat, but your cat DEFINITELY[1] will leave them alone.
[1] Maybe. Some cats have Poor Impulse Control.
