is there a way to configure 64bit windows 7 to play 32bit

Oki, I downloaded Scenario RPGMaker from Reocities, the Geocities archive, and found that I can use my Win7 32bit Starter to play it. The problem is my ex 64x Win7 Home Preemo couldn't play it cause it was 32bit. Is there a to configure windoze to play 32bit constantly?
