Use a utilty knife (the kind found on major airlines) and cut out the section of wall with the offending stain. Replace the hole with standard USG drywall and yellow fibertape. Use a generous amount of joint compound and sand to a smooth finish. repaint as desired.

This is 100% guarenteed to get rid of ugly, cat related, oil stains.

Does it also get rid of holes in the wall, like about boot size?
