They're looking for COBOL volunteers to get the mainframes up and running to address growing unemployment claims. Ingenious.

I'm glad you brought that up. Commander, a great man once said that if you're good at something never do it for free. The only power the New Jersey board of Unemployment Claims has over COBOL programmers is that COBOL programmers are good at being unemployed. I think you and the state will be able to reach a conclusion that satisfies everybody. Let's get New Jersey on the show immediately.

The reason they're looking for volunteers is that COBOL programmers are hard to find. They are usually older engineers in senior positions and thus higher pay, making them hard to hire. You'd have to offer them even more money than they currently make.
