I think this would be a better game if it were a video game and just one guy -- Pacman -- running through a nicely depicted and wholly accurate city.

You'd need to have the eyepatch/bandana/stogie strip club scene option if you were going to do that. And be able to get his dot fix from the back of a van or from high priced call girls who do drug running as a side.
