The only power the New Jersey board of Unemployment Claims has over COBOL programmers is that COBOL programmers are good at being unemployed. The reason they're looking for volunteers is that COBOL programmers are hard to find. They are usually older engineers in senior positions and thus higher pay, making them hard to hire. You'd have to offer them even more money than they currently make.
