This site is blocked (the OpenDNS substitutes its own HTTPS certificate, which faults), which makes no sense. Github and Sourceforge are software development sites that are not blocked.
The only 3 reasons I've known they block sites here are: Porn; Proxy Servers; Anonymizers. If it is just a developer site, there might be something wrong.

Can you use a VPN?
