HotS is now in its 11th beta iteration. It goes like this:
1. New beta is released, rules are changed, units are added/changed/removed.
2. EVERYONE on the SC2 forums pronounces it the worst update ever, declares they will never buy HotS now, everyone at Blizzard is a moron.
3. Goto #1.
They just released #11, which by my count caused the most "I am quitting, HotS is dead" posts in history, so I figure it's probably the best one yet, and will be how the game ships.
(SPOILERS: Siege Tanks don't require researching Siege anymore to be able to Siege.)
(That will probably get changed back, actually.)
(Or I am quitting SC2 forever, congrats Blizz.)

Pro-tip: to completely invalidate any online conversation about balance changes between races in SC2, decide to buy and play the game for the single player campaign (and maybe the achievements).
Boom! Problem solved (because now you don't actually have to care about Blizzard's crusade to completely break their own game).
