It says in the "Downloads" section that you can download it for Inform, but inexplicably, you also need the .PAK file from Quake.

Did someone actually go and write Quake for Inform? If so, that is great. If not, welcome to 2001 where a certain text game already handled the mechanics of shooting people in the face with a gun. HEH HO HO HEH HA.

Yes. "snap" is much funnier. Quake is just part of the first level. Just like the Doom IF game, actually. You do not actually need the PAK file, although it would be great if you did--it could check for it, at least, and refuse to run if it did not find it.

I do hate Slashdot on 4/1. I think the front page of Caltrops.com says it best:
